Dear Governor:

Mr. B. H. Elliston has been indicted for keeping a tippling house — The statement of Judge Perrin, the Clerk of the county court, will explain the manner in which he happened to sell without a licence — Mr. Elliston has kept a first class hotel in this city for a great number of years, and is an upright and honorable man and a good citizen — He would certainly not violate the law wilfully —

I hope that if you can possibly do so consistently with your views of official duty, you will interfere in his be-
half and save him from any loss by reason of his unintentional failure to comply with the law — I know that at the time Judge Perrin alludes to Mr. Elliston was very sick and not expected to live —
