Dear Sir

about the 8^th of Agust 1861, James Perkins ~~was~~ a Boy was arrested for carrying conceled deadly weapons & fined Fifty Dollars before S. E. Higgins a Justice of the peace for this Co ~~some time~~ the Boy was unable to pay the fine and was about to be sent ^to^ Jail when H. E. Owsly endosed for him some time afterwards a petition was sent to your Excelency praying that the same might be remited a Respite for 9 months ^was granted^ — this day a fifa has been Issued against them for for Fifty four Dollars & 54 cnts & cost this mony will have to be paid ^by^ Owsly (the Boy being insolvent) if not remited said H. E. Owsly has since that time been verry unfortunate having been shot in the arm by one of the home Guards on account of Pollitiks. his arm was amputated above the elbo under all the circumstances we believe him a suitable person for exutive clemency
