A PROCLAMATION.
BY THE GOVERNOR.

In accordance with the law and long established usage, I, WILLIAM SPRAGUE, Governor of the State of Rhode Island and Providence Plantations, do appoint THURSDAY, November the 28th, 1861, to be observed as a day of

Thanksgiving and Praise to Almighty God.

And I earnestly request all of the people of this State to abstain from their ordinary occupations on that day, and assemble in their respective places of worship, with a solemn sense of their duties and their privileges, to offer up unto Him a hearty tribute of gratitude and praise for the mercies and blessings of the past year; and with earnest prayer, ask that He may guide our troops to victory, deliver our country from all her enemies, and so direct the administration of our national affairs as to promote the best interests and happiness of our whole people.

In Testimony whereof, I have hereto set my hand, and affixed the seal of the State, at Providence, this fifteenth day of November, A. D. 1861, and the Independence of the United States the eighty-sixth.
