To B. MAGOFFIN,
Governor of the Commonwealth of Kentucky:

IT is asserted and believed that a body of armed men have it in contemplation to march through a portion of the State, to make an attack upon troops encamped by authority of the United States at Cairo in the State of Illinois. Whether this be absolutely certain or not, we are not able to say. Considering passing events, and the feeling between the North and the South, this seems likely to occur. Therefore, in view of this probability, and the terrible consequences that might flow from such an act, we earnestly request your Excellency to issue a Proclamation forbidding the passage of such armed bodies of citizens over the soil of Kentucky.
