Cloverport Oct 13^th 1862
To His Excellency
The Governor of Ky.

The undersigned Citizens of Cloverport and Vicinity would respectfully represent. --

That this county and the adjacent portions of Hancock and Ohio have early in the war furnished large portions of men for the 3^rd Regt Ky Cavalry, and for several of the Regiments of Infantry, and latterly have met liberally the demand for filling up the 12^th Regt col. Shanks, seeing the urgent necessity of filling these Regiments we have not heretofore directed our attention to raising a company of State Militia or Guards under the Laws of our own State, tho we have been entirely unprotected, except by companies of home Guards in the country around us --

As Col Shanks' Regiment has been removed to Owensboro we suppose but little more will be done here on raising men for the Federal Army, and we think it a favorable time to turn our attention to our home protection which is so much needed.

Mr. David M Oglesby who proposes to visit you upon the subject is a young man of good character and Family. raised here. and
is the Owner of a good estate in this vVcinity. -- He has been for most of the last year in the 3^rd Regt Ky Cavalry, and since his return home actively engaged in recruiting for Shanks' Regiment.

We regard him therefore the most competent person we have in this community to organise a company under the Sate Laws, and recommend him for the undertaking --

Should the undertaking meet your views we would recommend the furnishing at Once to bring with him arms and amunition for one company, as the Union men here are defenceless. and we will enter into any bonds required to deliver them over to the Company when organised --
