To all whom these Presents shall come, Greeting:

Know Ye, That D. C. Wickliffe Esq having been duly ~~elected~~ appointed (by and with the advice & consent of the Senate) — Secretary of State — for the State of Kentucky

I hereby invest him with full power and authority to execute and discharge the duties of said office according to law: And to have and to hold the same, with all the rights and emoluments thereto legally appertaining, for an during the term prescribed by law.
