Dr Sir/ owing to an omission in the U. S. Excise law I find that neither myself nor my assistants are qualified to administer an oath and as all returns made by Manufacturers ^and many others^ are required to be made under oath administered either by a Magistrate or Notary it will be a great public convenience ~~both~~ for us to be properly qualified to administer the required oath. ~~The defect in~~ The National Law will doubtless be amended in this particular upon the meeting of Congress.

I enclose herewith five dollars with which to pay the necessary fees for the qualification as Notary Public of the following five gentlemen
