Theobald of Frankfort Kenty is hereby nominated constituted and appointed my true and lawful agent and attorney in fact as the Governor of Kentucky to settle and adjust with the proper Department or Departments of the United States the Accts of Kentucky with the United States and ^all^ claims & demands whatever of the afs^d state against the United States — To receive of receipt for all money or any part thereof found to be due from the United States to Kentucky and generally to do and perform every act and thing in the premises to which I could do in person
