The circumstances in this case are somewhat peculiar and sufficient I hope to induce your Excellency to depart from the rule requiring a certificate of Examination from the Medical Board—

Rowland is an enlisted-man of C^o "C" and has acted as Asst Surgeon since the organization of the Regiment, I can bear the fullest testimony to his zeal, efficiency and abilty, and know of no man in the service who has more fully earned promotion than he.
