I have been written to by numerous acquaintances in LewisCounty & requested by them to represent, through you to His Excellency the Governor, the expediency of entrusting the Command of any active State troops for that county to Capt Joseph W Cottingham.

I have a very intimate personal knowledge of Captain Cottingham's merits as an officer. He served under my command for two (2) years and under all circumstances approved himself an officer of judgement, courage and activity.

As I know the loyal men of Lewis County quite generally, I feel safe in saying that I think the appointment of Capt Cottingham would be highly satisfactory —
