Sir:

I am instructed by the Secretary of War to acknowledge the receipt of your Excellency's communication of the 28^th ultimo, asking if any arrangements can be made for the payment, by the United States, of the 68th Regiment Enrolled Militia of Kentucky, called out in April last by Colonel Gallup, Commanding the District of East Kentucky, for the purpose of protecting his depots and lines of communication, when threatened by the rebels; and, in reply, to state, that the Paymaster General has been ordered to pay these troops for the time they were actually in service.
