Lieut Thomas A, Elkin of the 19th Kentucky Vols, has been associated with me in the Army for almost nine months. I have known him intimately during that time. He having acted as aid while I had charge of a brigade and having continued as such with Gen^l Baird, my successor, in the same brigade.

He is an Excellent young man, of generous impulses and an honorable ambition; diligent and active in the performance of his duties; and of unquestioned courage and integrity.

He has proved himself to be most valuable and efficient in the public service — improving rapidly by Experience and growing every day in usefulness.

He well deserves promotion, and I can say with truth that among the many young Kentuckians, I know in the army, not one merits it more than he. I am sure he would put forth all his powers in honest & patriotic acts of devotion to his Country.
