It has been reported to this office that Lieut. Milton J. Smith- of Co "I"- of your regiment, has been placed in arrest by you, for recruiting men of your command for three years' service. I am instructed by his Excellency- Gov. Bramlette to ask that you make a statement of the facts of the case to this office. It is the policy of the authorities of both the national and State Governments, to enlist twelve months troops into three years regiments — and it is our duty to enquire into the causes which may hinder and retard such transfers
