Your's in relation to the 2^nd Ky. Heavy Art. has just been received. The Governor has directed that these men be allowed to select the regiments to which they will be attached. Any musters you may make, therefore, will meet his approval — and as far as the State has authority, will be acquiesed in. The War Dept. declined to muster-in less than a regiment of Heavy Art. This we failed to obtain. Consequently we must consolidate the fragments with commands now in the field. Enlistment papers for all the men were held by the parties recruiting them. The whole number of men of that regiment have left for Louisville.
