You are hereby authorized to recruit four companies of Militia, to constitute one battalion. of which you will have command, with the rank of Major.

The battalion is specially designed for local defense and protection — will rendezous, and have a permanent camp near the city of Frankfort, and will continue in service one year, unless the public exigencies will permit its earlier discharge. One, at least, and perhaps all the companies will be mounted — but the right is reserved to use them in the most effective manner, whether as cavalry or infantry, and in any portion of the State. The companies will be recruited, as nearly as possible to the maximum size of companies in the United States' Service.

At the proper time mustering officers will be detailed, and commissions issued according to the provisions of the State Guard law, which provides fully for the service and pay of the troops you are authorized to recruit.
