Applications are frequently made for authority to recruit regiments for the defense of the Louisville and Nashville RailRoad. I would respectfully suggest that as that road needs guarding, if the War Department will permit us to recruit two or more regiments for three years or during the War, with the express promise that they will be used for that purpose, such regiments can be fully organized in a short time.
