Your favors- one of date Nov. 7^th inst. the other of date Nov. 15^th inst. to the governor were referred to this Office — and I answer under instructions — the former letter having been mislaid by his Excellency, but recovered yesterday.

The Sec'y of War has declined authorizing the organization of any new regiments — and of those already recruited, those who have raised them will be commissioned to command them. Where this is not the case, peculiar reasons will require another course, and the recommendations for your brother's promotion- will be duly considered. Many worthy gentlemen are recommended for appointments, and promotions, and it is impossible to gratify all.
