Give authority to raise (5) regiments in Kentucky to serve within the State unless the emergencies should demand them elsewhere Let this authority also authorize the completion of the 17^th & 18^th cavalry as part of the five Regts instead of consolidating as requested a few days since. There is no sufficient force in Ky to Enable Maj Gen^l Palmer to Execute his duties. Answer.
