To His Excellency the Governor of Kentucky.
Sir.

From a letter just arrived from my friend Col C J. Walker 10^th Ky Cavalry, I make the following extract. viz. ,,"When I was in Frankfort, several weeks ago, the Governor told me that he would make you Inspector Genl of the state if you would accept it",, With many thanks to your Excellency, for your kindess I will accept the position, with- pleasure if offered to me. It is, however, due to you to say, that since the issue of the Presidents Emancipation Proclimation, I cannot retain my present position, and thus, give countenance to what I in conscience condemn. I endorse every word of your Excellencies message to the Legislatrue on that subject
