Sir I take the liberty as you are the chief Executive of the State of Kentucky to say to you we the loal people of Harlan & Clay Counties as we have bin loal to the goverment and Now we belong to the Service of the united States and Our homes and families have bin unprtected Ever Since, the Commencement of this war and we have come to the conclusion to try and protect our homes as there is 75 miles of Harlan County bording On they virginia line and there Is there Is a gang of Out laws and gurrilars that Is trying to press good men of that cuntry and takeing them and there property from them and Now some of our citizens are confined in the dungeons at Richmond and as a suffering people we beg you to look after our cuntry we are poore people in the mountains and got Nothing to spare ~~but~~ and we No that we can Not feed many men but we make a Nough to subsist two or three hundred men and Now we ask you to gave
us the prviledge of to arm One or two hundred men for Our protection It ant ~~wart~~ worth my while to try to Descrbe the barbarity that have bin committed in these two countys we have got men thats willing and ready to oppress any Emergency If we had the munitions to use and we hope that you will look after our Suffering people for Our homes is Near and dear to us

Theres a great many Deserters from boath armies and have banded to gether for mutual protection and defies the civial authority and they are Stealing and robing from helpless woman and children ~~and~~ of mens that Is in the Service I will take It as a Great Faver If you will address me by way of letter or advise me for the Best I hope sir that you will be pleased to gave me an answer as soon as you can and In so doing you will confer a great faver on me

Says the people of Harlan and adjacent counties are robbed. harrassed and maltreated generally by outlaws and guerillas and wishes arms for 200 or 300 men. The people he says. are poor and loyal and deserve protection.
