Our country having been over run by thieves and Robers for some time past ^By^ stealing Horses plundering and robing Houses almost eve~~[...]~~ry tnight we know the men they are scattered all through the country they have two trains we call them, one to run the Horses to illinois and the other to Run them to Tennessee they are so bad we cannot Stand them I have been requested by a Greatmany of our Best citizens to recruit a ~~[...]~~squad for the purpose of putting down men of this caharacter. I do not feel willing to make the attempt without some authority from the proper one and if you will Grant me the permition to recruit this squad I will faithfully discharge my duties as their commander I will arm ^and mount^ my men my self and will dispose of the prisoners as you think best
