My dear Gov-

Our hands at suppressing guerillas are becoming to be great nuisances and almost every one is in dread of them — They drink shoot & kill whenever they please — The Chief refuses to recognize the authority of the Provost Marshall and says they have as much right to drink & carouse as citizens,

Burns' course is approved by all, and unless he has power over Lawsons men, we had as well be without troops
W we want is this Go to Lindsey and make him issue an order to Lawson to obey all commands given by the Provost Marshall ~~and~~ in reference to the police regulations of the Town — and above all things make him keep his men from whiskey shops & from indiscriminate firing around Town —

See to this immediately as we shall certainly look for ordersbyreturnmail — Of course you can see the propriety of Keeping this private

I write this at Capt Burns request and am satisfied something must be done or we are worse than
than if we were at the mercy of guerillas

All well at home & at your house —

I read your letter to Cardwell last night —

I write hastily to get this in the mail
