Mercer County, Kentucky, attorney and politician. Kentucky native. Son of James Harlan, Sr., and Eliza Harlan. Married to Amelia Harlan. Father of Henry Harlan. Attorney in Mercer County in 1860. In law practice with James Harlan, Sr. and John Marshall Harlan in Frankfort, Kentucky, from 1853 to September 1863. Partner in law practice with John Marshall Harlan in Frankfort from September 1863 to 1867. Member of the House of Representatives of the Commonwealth of Kentucky from Franklin County, Kentucky, from 1865 to 1866.
