Floyd County, Kentucky, attorney, soldier, and politician. Scott County, Virginia, native. Son of John Lloyd Elliott and Jane Ritchie Elliott. Married to Susan J. Smith Elliott in 1848. Graduate of Emory and Henry College in Emory, Virginia. Admitted to the bar in 1843. Member of the House of Representatives of the Commonwealth of Kentucky in 1847 and 1861. Attorney in Floyd County, Kentucky, in 1850. Member of the Sixth Congressional District of Kentucky of the United States House of Representatives from March 4, 1853, to March 3, 1859. Indicted for treason in 1861. Expelled from the House of Representatives of the Commonwealth of Kentucky on December 21, 1861, for connection to the Confederate Army. Served in the 5th Kentucky Volunteer Mounted Infantry Regiment (C.S.A.) as a private. Delegate to the Provisional Confederate Congress in 1862. Member of the Twelfth Congressional District of the House of Representatives of the First and Second Confederate Congresses from 1862 to 1865. Chairman of the Committee on Enrolled Bills in the First Congress. Member of the Democratic Party.
