Frankfort, Kentucky, attorney, statesman, and soldier. Frankfort, Kentucky, native. Son of Thomas Bell Monroe Sr. and Eliza P. Monroe. Married to Elizabeth C. Grier Monroe on November 15, 1859. Father of Robert Grier Monroe. Attended the University of Louisiana in New Orleans, Louisiana. Practiced law in Lexington, Kentucky, in 1849. Household owned three enslaved persons in Franklin County in 1850. Editor of Kentucky Statesman in Lexington in 1856. Mayor of Lexington in 1859. Secretary of state for Kentucky under Beriah Magoffin from August 30, 1859, to October 1, 1861. Owned one enslaved person in Franklin County in 1860. Served in the 4th Kentucky Volunteer Infantry Regiment (C.S.A.) as major from October 1861 to April 1862. Killed in action on April 6, 1862, at the Battle of Shiloh.
