Todd County, Kentucky, attorney, circuit court clerk, and county court clerk. Todd County native. Married to Mariah Jane Porter Perkins on May 15, 1842. Father of Francis Marian Perkins, Seymour H. Perkins, Benjamin T. Perkins, Jr., Emmett Perkins, Lucy Perkins, and Lillie Perkins. Studied law with F. E. McLean in Todd County from 1839 to 1840. Admitted to the bar in 1840. County prosecutor for the Todd County Court from 1840 to 1846. Member of the Christian Church. Clerk of the Todd County Court from 1846 to 1870. Clerk of the Todd Circuit Court from 1846 to 1869. Recruited soldiers in Todd County during the Civil War. Delegate to to the National Democratic Convention in Chicago, Illinois, in 1864. Owned two enslaved persons in 1850 and eight in 1860.
