Moore. Moved to Rapides Parish, Louisiana, in 1829. Manager of Walter H. Overton's sugar plantation. Owned and operated a sugar plantation in Rapides Parish. Member of the House of Representatives of the State of Louisiana in 1848. Member of the Senate of the State of Louisiana in 1856. Member of the Democratic Party. Employed Green B. McElroy as a manager in Rapides Parish in 1860. Employed John F. Davis and Falkwood Campbell as overseers in Rapides Parish in 1860. Owned 226 enslaved persons in Rapides Parish in 1860. Fourteenth governor of the State of Louisiana from January 23, 1860, to 1864. Forced to relocate the Louisiana capital to Opelousas, Louisiana, in 1862. Under threat of arrest, fled to Havana, Cuba.
