United States Brigadier General. Mansfield, Ohio, native. Attended Washington College in Pennsylvania. Attorney in Mansfield. First lieutenant in the 2nd Ohio Volunteers during the Mexican War. Elected mayor of Mount Gilead, Ohio in 1855. Moved to Linn County in the Kansas Territory. Served in the territorial legislature from 1857 to 1858, as a delegate to the Leavenworth convention, as treasurer of the territory from 1858 to 1861, and as a delegate to the Democratic National Convention of 1860 in Charleston. Commissioned Colonel of the 2nd Kansas Volunteer Infantry Regiment (U.S.A.). Appointed Brigadier General of Volunteers on April 8, 1862. Given command of a mixed Brigade at Fort Riley. Commanded the District of Nebraska, then the District of North Kansas, and finally the District of Kansas from 1864 to 1865. Governor of New Mexico from 1865 to 1867.
