Lexington, Kentucky, attorney, judge, and politician. Green County, Kentucky, native. Son of Richard A. Buckner, Sr. and Elizabeth R. Buckner. Attended Centre College. Graduated from St. Joseph's College in Bardstown, Kentucky, in 1831. Graduated from law school at Transylvania University in 1837. Began practicing law in Lexington in 1837. Commonwealth's attorney from 1839 to 1842. Circuit judge from 1842 to 1851. Member of the House of Representatives of the Commonwealth of Kentucky from 1859 to 1863. Supported the Constitutional Union presidential campaign of John Bell in 1860. Speaker of the House of Representatives of the Commonwealth of Kentucky from 1861 to 1863. Unsuccessful candidate for the United States House of Representatives from the 7th Congressional District of Kentucky in 1863.
