Father of Joseph Garrard, Gilbert Garrard, Isabella Garrard, Mary Garrard, Kate Garrard, Sophia Garrard, and Daniel Garrard. Member of the House of Representatives of the Commonwealth of Kentucky from Clay County from 1843 to 1844. Served in the 16th U.S. Infantry as captain in the U.S.-Mexican War. Commissioner of the Kentucky Union Railway Company in 1854. Member of the Senate of the Commonwealth of Kentucky from Clay County from 1857 to 1861. Farmer in Clay County in 1860. Owned six enslaved persons in Clay County in 1860. Served in the 7th Kentucky Volunteer Infantry Regiment (U.S.A.) as colonel from September 22, 1861, to November 24, 1862. Promoted to brigadier general on November 29, 1862. Mustered out of service on April 4, 1864.
