Frankfort, Kentucky, stonemason, armorer, and soldier. Woodford County, Kentucky, native. Married to Mary Ann Singleton Goins in Franklin County, Kentucky, in March 1837. Father of Catherine J. Goins, Sanford W. Goins, Jr., Emma W. Goins, and Phillip Goins. Stonemason in Franklin County, Kentucky, in 1850. Owned two enslaved persons in Franklin County in 1850. Armorer at the State Arsenal in Frankfort in 1860. Served in the Frankfort Union Guards (U.S.A.) as a private from July 11, 1862, to August 1, 1862. Served in the 36th Enrolled Militia of the Commonwealth of Kentucky (U.S.A.) as a sergeant from June 8, 1864, to June 18, 1864. Served in the Capital Guard Regiment (U.S.A.) as a captain from July 1, 1864, to January 12, 1865. Wounded at the Battle of Frankfort in June 1864.
