Major and Assistant Adjutant General of Volunteers (U.S. Army). Massachusetts native. Son of Moses Foster and Mary E. Foster. Veteran of the U.S.-Mexican War. Shoemaker in Essex County, Massachusetts, in 1860. Served as captain and assistant adjutant general of U.S. Volunteers from September 1861, to May 1863. Served as chief of Bureau for Colored Troops (U.S.C.T.) from May 22, 1863, to November 1867. Breveted major, lieutenant colonel, and colonel of U.S. Volunteers.
