Created in the 1828 charter along with office of mayor to replace board of trustees. Reorganized in 1851 charter which created three departments of government including the Board of Common Councilmen alongside a Board of Aldermen to exercise legislative powers. The Council was composed of two elected officials from each of the eight wards for a one year term until an 1865 amendment extended terms to two years.
