I have the honor to report that the duties and cares of my office are so pressing that I find that I must have some assistance. It has occurred to me, that if one of my old and Experienced clerks could receive a commission as 1^st Lieut in the line of some regiment and then be detailed and ordered to report to me for duty, it would relieve me from a very great pressure in my official, office, duties, and enable me to give other matters suitable attention.

I have a clerk, Frederick A. Palmer,
who has been with me since August 1862, and who at that time had much Experience as a clerk in the Dept. He is a young man from Newark N. J. of high moral character and exemplary habits. He has had entire charge of my property accounts and understands thoroughly the duties of my office. I would esteem it as a great personal favor to me if you would induce Gov Bramlette to give him a Commission in some Ky, regt & allow him to remain to assist me in my office --
