In reply to your letter of the 3^rd inst relative to the claim of the state of Kentucky and asking for a specific Statement of what is required to prepare the Kentucky state account for examination" in this Office, I have to say, that the vouchers were filed in this Office by the Quarter Master General of the State of Kentucky, with more lists of the same, and without the proper Abstracts and Returns, as required by the law and rules prescribed for the settlement of State accounts.

It is required that regular Abstracts of the property purchased, be made out, the various kinds of property classified, according to the Regulations, and full and complete Property Returns furnished, showing the receipt and issue of such property.

This can only be done from the vouchers themselves, which cannot now be with-

drawn from this Office. It is a task that will require the services of an industrious and efficient clerk for six or nine months, and this Office has not the force to detach at present for that purpose. This should have been done by the State authorities before presenting the claim.
