To His Excellency the Governor of the State of Kentucky.

The undersigned Would ask your interposition in favor of Stephen Hicks who was fined at the ~~December~~June Term 1863 of Hardin Circuit Court. said Hicks was fined Sixty Dollars for keeping a tipling House. The facts are these. Martin Hardin had a license to keep a Tavern at Stephensburg & let his Bar to Hicks & Hicks sold liquors therein & for this was fined. for Keeping Tipling House. Hicks sold in good faith & We would ask your excellency to remit said fine.
