I am instructed to acknowledge the receipt of your note of the 23^d ultimo, requesting that M^rs Martha Jones may be permitted to visit her husband in Richmond V^a and afterwards return to her home in Kentucky, and in reply to say that the War Department regrets that the desired permission cannot possibly be granted at this time.
