A forfeiture was obtained at the present term of the Boyle circuit court ~~court~~ against Ed Mitchell for $100- for issuing a policy and taking risks as an agent for the London & Liverpool insurance company with out license. Mr. M had obtained the mandatory license and paid the tax but failed to return a copy to the office here- My habit is when the law is violated however unintentional to dismiss no case but leave the matter for ~~excute~~ executive clemency & I have no hesitancy when I
am satisfied the state of facts merit it to make the application myself I dont believe Mr. Mitchell intended to violate the law, and therefore address you on the subject —
