Allow me to call your Excellencys attention to a petition of Samuel Mitchell. Soliciting remission of a fine of $60 — imposed upon him at my November Court 1864 I greatly doubted the propriety of the verdict — but did not feel myself at liberty to Judicially interfeer. I believe it would be proper to remit the fine and recommend and respectfully solicit you to remit the same Mr Mitchell manfully thought at the time that he was acting properly. He is very poor and to cause the fine will greatly oppress him
