To His Excellency Thomas E Bramlette Governor of the Commonwealth of Kentucky

your Petitioner James B Gatliff would Respectfully represent unto your Excellency that at the April Term of the Knox Circuit Court 1865 Judgment went against him for twenty five dollars for Standing a Stud horse without a License for so doing your Petitioner would further represent that He paid the internal revenue tax for the Standing of said Horse and would at the same time or previous thereto have paid the State tax but was informed by the assessor of Knox county that it was ^his^ my duty to List with him ^the assessor^ the highest price at which ^the^ horse was let which was five dollars which was done by your Petitioner and the Said assesser further told him that the Sheriff would in due time call and collect the amount ~~in duetime~~ as other taxes your Petitioner thought he was chargable with that as other taxes and did not think of violating law that he is a Law abiding man a poor man and has a large and dependant family the premises Considered the prayer of your Petitioner is that you remit said fine for which he will ever fell greatful —
