To His Excellency Thos E. Bramlette Govenor of the Commonwealth of Kentucky.

Your petitioners the undersigned would respectfully represent to your Honor that as the present Augst term 1865 of the Garrard Circuit Court one W^m Reuben Saddler a citizen of Garrard County Ky was convicted of the offense of obstructing the "public highway" and that the obstruction was very slight indeed as appeared upon the trial and was caused by a mistake on the part of Mr Saddler as to the position of the line to his land and the location of the road and that the fence which was the obstruction was only about two feet into the road and that Mr saddler removed the s'd fence so soon as he could find the exact location of his line and the road after he was notified of the obstruction; and state that they believe the penalty adjudged against Mr Saddler, to wit, one hundred & seven dollars is too severe for a mere technical obstruction of the "public highway" and particularly when the Public were not injured in the least by the offense and the prosecution was only pressed & urged by one man who ~~was~~ is ^a^ personal enemy of Mr Saddler; Under the circumstances as above recited your petitioners would respectfully ask your hHonor to remit the s'd penalty; this 26^th of Augst 1865
