The Grand Jury of Livingston County in the name and by the authority of the Commonwealth of Kentucky accuse P. H. Conant & Jesse Thompson of the offense of wrongfully refusing a vote at an Election committed as follows viz:

The said P. H. Conant & Jesse Thompson on the 3^rd day of August 1863. in the County aforesaid being Judges of an Election at Precinct N^o 1. in said County did Knowingly and unlawfully Refuse M. H. Carson a qualified voter of said County to permit him to vote at said Election for the following named person Viz C. A. Wickliffe a candidate for Governor of Kentucky at said election Against the peace and dignity of the Commonwealth of Kentucky

The Indictment a Copy whereof may be seen on the 1^st page of this sheet was filed in Court. Bail fixed at $100. & process awarded on the 18^th day of February 1864, at the same time were filed another against same parties of same [...] for Refusing a vote to W. Canada for C A Wickliffe for Governor & L. S. Trimble for Congress. another for Refusing to permit C. Haynes a vote for Wickliffe Another for Refusing D. B. Sanders a like vote. another for refusing J. T. Handlin a vote for C A Wickliffe for Governor and [ ]Cowgill for Congress. and another for Refusing N. H. Bigham to vote for Wickliffe making Six against said parties. Also at said time said Grand Jury Returned "a true bill" four indictments against Thomas M Groon and C. G. Halstead Judges of Election in Precinct N^o 2. the first for refusing Anthony Foster a vote for C A Wickliffe for Governor. and for W B Read for Lt Governor

2^nd for Refusing W. H. Yancey a vote for C A Wickliffe for Governor. L. S. Trimble for Congress & C Bennett for the Legislature

3^rd for Refusing John Jones a like vote

4^th for refusing G. S. Walker a like vote.

The interference of the Military with elections is ever to be deplored as endangering the security which the free elective franchise alone can give, But the officers who acted under the Constraint of Military force should not be held Criminally accountable for an act not voluntary but constrained by duress— I therefore order a pardon for the offence charged on each of the within named cases —
