Dear Sir:

You are hereby authorized and empowered by me to represent and settle the claims ^then paper vouchers^ of the State of Kentucky against the Federal Government incurred in raiding troops to aid in suppressing the present rebellion, and as the agent of the state to receive ~~andreceiptfor~~ from the Secretary of the Treasury of the United States ~~allsuch~~ ^whatever sum or^ sums of money may be due to the State of Kentucky under an act of Congress Approved July 27^th 1861.
