To Governor Robinson of Kentucky.

Your petitioner Jacob Friend would respectfully represent that for some years immediately preceding the year 1861 he had been engaged in Keeping a tavern in Louisville called the, Western Hotel. From the time he commenced the business until the spring of 1861 he carefully complied with all the city regulations paying ~~for~~ taxes, license and all that was required of him. Along in the months of May & June 1861 his business declined to almost nothing. his license ran out and before he could raise the money to obtain another suit was instituted against him in the City Court of Louisville and on the 5^th July 1861 he was fined in said court $20 & costs for transacting business as tavern keeper without license. Subsequently he raised money sufficient to pay for license and he paid it and got license which was dated back to the time when his former license expired. But in keeping the tavern another year his means were much diminished. He is now obliged to work by the day to support his family He prays Your Excellency to remit the said fine of $20. and he will ever pray &c

The facts set forth in the foregoing Petition are true. The renewaed license was dated back to the time when the old license expired -- so the state & city lost nothing. I respectfully Join with the petitioner for a remission of sd fine.
