Your Excellency:

An opportunity is presented to raise a company for one years State service, composed almost entirely of veterans, who cannot go home. They are to be paid off this week. I was among the first to enter the war on the opening of the rebellion, & obtained a Captain's Commission from the War Department — being unable, owing to extra bounties, to fill my the quota, my men were turned over to Col Pope's command. Am a graduate of the Ky Mil Institute, & classmate of Maj Gen D W. Lindsey to whom I respectfully refer. As prompt measures must be taken to secure the men, I would solicit an immediate response. No
effort, upon my part, shall be lacking to fulfil my duty; and as a number of these men speak of arming themselves for self-protection, much trouble may be saved "suspected parties". With the utmost respect,
