We have the honor to recommend the following named persons for appointment and commission on the Staff of the Commander in Chief of the "Kentucky National Legion," for Active service.

1 Jno B. Tilford Jr.	A. Adjt General	-- Rank -- Captain
1 Charles J. Clarke	Aid de Camp --	" 1st Lieut
1 W. E. Cox	Aid-de-Camp.	1^t do

And that they be assigned to duty in the Office of the Adjutant General of Ky.

And that he be assigned to duty in the Office of the Quarter Master General of Ky.

Also the following clerks, they having served one Year in the Military service of the State of Ky

Wm Stewart.		Clerk in Inspector Generals Office.
Charles Hayden	Mustering Officer,	Clerk in Adj^t Gen^ls Office

The other clerks required by the duties of this Department have not as yet been selected for recommendation --

We submit a statment of the clerk Hire necessary, at present & the means appropriated for that purpose — say

Appropriation in 16^th Sec of Mil. laws		$5400 --
1 Clerk in Adj^t Gen^l Office	$1200 --
1 " " Insp^t " "	1000 --
1 " " Adjt " "	800 --
1 " " Q. M Gen "	1200 --

Leaving a surplus Yearly of		$300⁰⁰

which however may be required for additional assistance.

All of which is respectfully submitted, with the expression of our opinion, that this is the only arrangement we can now make by which the business of the Military department of the State can be continued in a satisfactory & efficient manner.

The recommendations are approved and the commissions ordered to date from 6^th March 1865 to the several officers herein recommended; — who will be ordered upon active duty to report to Adjt Genl for assignment to duty. — The clerks nominated will enter upon duty as of same date. —

Adjt Genl Lindsey will issue Commissions and make the proper orders for carrying into effect these appointments.
