You are hereby authorized to recruit one company, at least, and if possible two — in each of the following counties — viz: Barren — Allen — Simpson and Monroe — to be organized according to the provisions of the State Guard Law, and its amendments, and to be used for self-protection whenever necessity requires. You will select some influential citizen or citizens in each of the above named counties, for the purpose of raising these companies— informing this Department at once of those selections.

The companies will be as nearly as possible, filled up to the maximum of one hundred men. As soon as filled they will be properly reported to this office, when they will be equipped, and such immediate orders and dispositions made as the public safety demands.
