Without a military organization, we cannot protect ourselves against guerillas and bandit robbers. It is, therefore, desired that Companies at once organize, in each County, under the Act approved 31^st August 1862., Known as the State Guard Law. As soon as Companies are organized they will be armed, and subject to be called out to repel invasion or suppress guerillas..

Unless a sufficient number very soon form themselves into Companies for the purpose of defense, a draft from the enrolled Militia will be ordered.

The Companies will be as nearly as possible filled to the maxiumum. As soon as a Company is organized under the law the commanding Officer will transmit to this Office a complete roll of the Officers and men when the former will be commissioned and such orders given as the public exigencies demand
