I heartily enLt. S. A. Miller was stationed at this Post last Fall and Winter, consequently I am well acquainted with him. He is in every way qualified for the discharge of the duties of the Office of Captain. He has served his country faithfully for three years and has shown himself and efficient officer and a true patriot. I beg that he be promoted
