Govenor of Kentucky: —

Your petitioner, J. R. Rice, respectfully represents and states that at the April term, 1860, of the Mercer Circuit Court, he was fined, by a Jury, sixty dollars ~~for selling~~ on the charge of selling a drink of whisky to one P. M. Hale: that at that time your petitioner had license to sell in quantities not less than a quart, and he further states that the drink of whisky for which he was fined was sold to said Hale while your petitioner was absent in another county, ~~and~~by a young man who was [...]ing for him — that it was done contrary to the directions and order of your petitioner — that it was contrary to the practice in his house and done without any knowledge or approval on his part- He further states that he gave his clerk a positive command not to sell in less than the legal quantity-

Your petitioner further says that at the time the fine was imposed he was necessarily absent from the county, and having been assured that the case would be continued had no opportunity to make a defence — For these reasons he would most respectfully ask your Excellency to remit his fine-
